Open Box item missing charger

My Open Box arrived with the laptop unprotected against carton, all smudged with finger prints and a brown streak in one corner (looked like dirt). But worse, the high power and lightweight charger this laptop comes with is missing. This was a truly an "open box by previous buyer and let it go" experience. For those used to Apple Store's similar system, this is not that. Apple will send you a laptop that feels new in all senses, including packaging. The laptop I received from BB and categorized as Excellent, feels put back in a box with no attention to details, with documentation bent, broken carton tabs, etc. For a $60 discount on a $1,300 item, I expected a close to new experience. I called customer service and they told me to go to a Best Buy and ask for "a charger". That is not the issue. The missing charger is a high-end item, not any USB-C charger. Considering returning the whole thing. I have not used best buy in a long time, I am very disappointed. Not sure if the laptop works or not yet as my expirieced was ruined.
