Yes, the parent will set the device up under their account. You then can create a childrens profile. You are able to limit time and choose what age appropriate content you want them to see. Haven't tried the Kids plus yet.

Whoever the account holder is will have the power to set parental control. If your daughter is the parent she will use her account and set up her child with the kids subscription. Parental control will be done through the account holders Amazon account profile.
