Hi Deb! The Kindle itself does not support downloading apps, as it's a dedicated e-reader. What you can do is use Libby on your phone or other smart device and when books are available to borrow, select the option to deliver to your Kindle. I use Libby a ton to borrow books from my local library, and I love how convenient the process is! As long as my Kindle is connected to WiFi the book is delivered quickly without any other input on my part. Hope that helps, have a great rest of your day!

I have no idea what the Libby app is.  I would ask someone at Best Buy.
