Yes, if your Elitebook has a USB-C 3.1 stage 2 (Thunderbolt) port. Not all USB-C ports on PCs can do power and data. For instance, I have an Asus with USB-C stage 1 port, but it is this not Thunderbolt and only supports fast data throughput...no power or charging (except power to a device that is connected to the computer's port like all other USB ports).
