Unlocked means you are free to use it with any cell service provider that allows Unlocked phones on their network. You can change your mind as often as the Cell Service Provider allows. If you get a locked phone, you are paying $100 - $200 extra to be restricted to one cell phone provider. So if I elect to pay $120 extra to have my iPad locked into Verizon, I can only use the phone on the Verizon Wireless network. My iPad was $600 unlocked. It would have cost $720 to lock to Verizon and $730 + interest to lock it to the A.T. & T. network.
