No. You’d have to purchase an iPad with cellular and Wi-Fi capability.

No, because it's WIFI, not cellular. You need to buy the model that has cellular as well, which is quite a bit more expensive.

Not to a plan. It’s not wired for that. You can however, connect it to hotspot data from your cellular plan (if you pay for it).
