I have the SE with GPS only and yes I can receive voice calls, as long as you have cellular service with your phone and have it linked with the watch you can answer and call with your watch.

Best Buy has a trade in service. They will access your watch and will let you know if it’s worth anything and they give you a gift card to make a another purchase from them.

The difference between cellular is that you don’t need to connect it to your phone but they charge you 10$ mo 
The gps one connects to your phone and can only be used when your phone is near it 
You only receive calls / texts when it’s close to your phone
