Yes, 8 GB is enough to run Photoshop. However, it depends on what you are using Photoshop for. If you are making small, quick edits to photos, and your files are limited in layers. However, if you or modifying large files that contain a large number of layers (especially filter layers and smart objects), 8 GB is not going to create a good experience in Photoshop. I use my 16 GB desktop powerhouse for my design work, but I run Photoshop (and Affinity Photo) on this with no problem, but I avoid trying to edit my large projects. However, having 8 GB with a 2 GB dedicated video card is MUCH better than NOT having a video card.

I think you will like it for photo editing unless you plan on having tens of photos open at once / power user that needs a higher specced system.
