Yes it comes with the sync module 2. After 30 days you won’t be able to save recordings unless you substitute a blink plan. To avoid paying a monthly subscription to see your recordings simply purchase the blink thumb drive for around $15

The Blink Outdoor kits/systems are shipping with the sync module 2.  
The Blink Mini, Blink Indoor and Blink Outdoor cameras are capable of both a Cloud Storage option via a Blink Subscription Plan or Local Storage option via the sync module 2 and USB flash drive to save and record motion clips.  You can also use both storage options together whereas the USB flash drive would provide backup storage.
