There is no fee for the artwork provided. It does have an upload feature.

You can choose what displays on your TV screen when you're not watching anything. From the Google TV home screen, select Settings > System and then Ambient Mode. Choose what you want to show, whether it be Google Photos, Art Gallery, or Experimental.
