I am guessing that you are referring to the pressure release 'valve'... Yes it is removeable for cleaning purposes. It does 'float' on the cover. This is correct and normal. It should still have to be tugged a bit to be removed, therefore it should not fall off. When I turn my cover upside down it does not fall off and is not easy to knock off. Hope this helps.
