The answer varies based on the make/model for your tv and phone. If it's an android you should be able to swipe from the top of the phone and find an option for mirroring (it is called "Dex" on most Samsung phones) while the phone is connected to the tv. You might try searching the Google play store for "mirroring app", and if none of that helps try searching Google with your phone model, make of tv, mirroring guide. An example google search being "Samsung galaxy hdmi mirroring guide". If nothing continues to work its possible your tv is not accepting the input, the hdmi cable/port could be broken, or the tv needs a firmware update. Hope that helps!
