It's 'Limited Edition' meaning there is a set amount they produce and no more. Unlike 'Special Edition' which is unique but not limited and may run for years etc, be a regularly stocked retail item etc. So the greater expense is paying for the design cost across fewer controllers, the licensing for the Forza brand, (just like the Halo licensed etc controllers are more) and just because it's limited so people will pay more. Further it does have an illuminated function to the controller vibrating so that adds a slight additional cost as well.
