• Yes it can lay flat, and it does have lifts on both ends but they don't work a/c as soon as feet touch footrest, it falls down so of course I just leave it flat. This was a waste of money believe me.

• You can lay it flat! Granted, it's always raised. But it doesn't always have to be at an angle.

• It tilts or you can make it flat. But it doesn't lock in place so as soon as you put your feet on it, you're pushing it down and it's tilted again. I don't like it tilted but it won't stay flat.
