• That depends on what else is running on that PSU. If you have a standard setup, with one or two hdds, a baseclock CPU, and nothing else, the 4060 will work fine. It draws a little more than 100 watts.

• 500w is definitely enough for this card. It is suggested that these cards only use around 115w when gaming.

• Yes, assuming your other components aren't drawing too much power. I am using a 450 watt Insignia PSU and paired with a Ryzen 5 3600 and 32GB Ram and no issues at all.
