From my experience, that usually means it is in stock but not eligible for store pickup/shipping in your area (the radius can change, but it usually says that an item is not available within 250 miles of your store)

Where near u has it but always says sold out then

The item is not in stock within 250 miles of your store. Best Buy will only ship within stores within that range. So it is out of stock

It’s can be both. I’ve gone in and gotten lucky to find some. 
Online has been the best bet on getting cards. The day before release dates. 
And Best Buy really good at restocking online orders
