• Yes. It is unlocked and you can use any carriers sim card. Verizon or at&t, tmobile, consumer cellular, etc. Some phones you cant. I bought the phone and went to target for activation.

• Yes you can have it without a plan. You will need a sims card for you chosen carrier. It has been a nice phone so far.

• I bought it without a plan. Cost a little more. Used both an AT&T and a non US SIM cards in it.
