I don't think you need it to transfer the game, but a internet connection is required to verify you own the game. It has to deal with licensing issues. The PS4 and PS5 know were the game was originally installed and if you move it, the PS5 will show a icon telling you where the game file is located. I ran into this issue for several PS4 games I installed on another external hard drive connected to my PS4. I had to transfer alot of my PS4 games to my PS4 console. Then turn off my PS4 console and plug in the new external hard drive and transfer the games to it. Then I was able to take to my PS5 and play the games on my PS5 with the disc or if it was a digital right from the drive. If that is what you are planning it will take awhile.
