“Hi, I am thinking to purchase this 24" Sharp Roku TV so that I can use for dual purposes: 1. a TV for entertainment 2. a monitor to connect to my Microsoft Surface laptop as a 2nd screen for work purpose. Is this possible or I need another cable? Thx”

Regardless of cable this won't look well as a monitor. Get a monitor for the computer. refresh rate, colors and resolution will not work like a computer monitor will. Sure it will work, but it will strain your eyes, not look great, and more likely lag.
