Yes it is backwards compatible from 3.0 to 2.0.

If you are only adding it for increased storage, yes, as long as you have a USB 3.0 or 3.1 port available. You need the 3.0 or 3.1 because of the speed, but mostly because of the power the drive gets from the USB 3.0/3.1 port.
