Yes it is backwards compatible from 3.0 to 2.0.

Don't know if you are trying to replace your laptop drive with this.... If you are only adding it for increased storage, yes, as long as you have a USB 3.0 or 3.1 port available. You need the 3.0 or 3.1 because of the speed, but mostly because of the power the drive gets from the USB 3.0/3.1 port.
