Yes - there is an additional app you can add that allows you to txt via on screen keyboard and voice (Android)

Can send and reply to any message using google voice commands right out the box. Plus some 3rd party sms apps have smartwatch stuff too.

There is an app you can add to the watch to reply to texts - typing on the screen is a PITA, but it has voice to text capabilities, and that is how I use it.

No, you cannot text on the watch.
