You can only take batteries rated under 100Wh. The Anker Powercore sits at a 74.37Wh (20,100mAh/1000 x 3.7V) which means you can take it with you on a plane.

One thing to let you know though, this item does not come with a wall outlet plug to charge the battery. You'll have to buy another USBC wall outlet separately, or buy the other Anker version that comes with a wall outlet charger that isn't Nintendo branded for approximately the same price.
