NO.

As of Dec 2019, if you do not currently have the Spectrum app installed, you will not be able to install the Spectrum app on a TCL TV, or Roku product. Contract issue.

As of August I believe Spectrum reached an agreement with Roku and the app is once again available on the Roku Channel Store.

As of this date Roku and Spectrum worked things out and the Spectum app is once again available for download.
