The HP Laptop (14-dq0032dx)'s operating system is Windows 11 in S, which is designed to increase speed and security by restricting programs to only the Windows Store. This does not allow Steam to be installed as it is not offered on the Windows store. You are able to take Windows out of S mode but I would not recommend it for a computer with these specifications.
