- Answer No, which is really upsetting. My daughter wants them spinning constantly, so you get to do that part. Should be an obvious feature given how much this thing costs.

- Answer No it is not necessary to have it for that but can make you feel like the infant is more secure. Very much like the back and headrest padding in a car seat.
