• That's a setting in the Netflix app.

• It’s a fixed aspect ratio, and you probably can’t fix the picture size. Most older shows or movies will have the standard 4:3 aspect ratio where you will see black bars on either side of the screen. Most movies are 16:9 ratio, where the black bars are on the top and bottom of the screen. Some movies and shows are modified to fit the entirety of the screen, but not all.
