• It is a bluetooth dongle. It pairs with devices... wirelessly using bluetooth. It doesn't use Wi-Fi, So you can pair it while offline. This is a bluetooth adapter not a wifi adapter.

• If it is a windows computer you should be able to connect via Bluetooth and not need this connector. I use this connector to pair a 3rd party controller to a Windows Surface 4 which is also compatible with an Xbox elite 2 without this item.
