Naive question. GPS refers to the GPS receiver built into the device that receives signals from the multitude of GPS satellites. Any GPS app can translate those satellite signals into a location on earth [latitude, longitude, altitude]. BUT if you want to see a map of where you are, if you want routing or directions then those functions will require an internet connection of some sort as the map;s and routers are internet databases etc.

Yes, the GPS receiver is independent of wifi and will work even if wifi is turned off or you are away from a hotspot and not connected to the internet (say, in your car). Apps like "GPS Test" and others will show your location in latitude/longitude, display your speed (mph or kph) and altitude without wifi. However, many navigation apps depend on a wifi connection to access map data, points of interest, turn-by-turn directions, etc. in relation to your current location as reported by the GPS. A good work-around for this problem with the popular Google Maps app is to use its "offline areas" feature. Before you leave on a trip and are still connected to wifi, you can specify the area that you intend to be traveling in, and Maps will download its data to your device (typically to your external SD card). That way, you can use the GPS with the app to navigate your journey without being connected to wifi. Hope this helps.
