• Yes the gpu (gtx 1650) is more than enough to play fallout 3 and new vegas with the graphics maxed out. It can also run Fallout 4 just fine btw.

• Don't own this laptop yet, but YES. Those games will certainly run on this computer. In fact, this could comfortably play Fallout 4. You should be good to go.
