Use a tool like a paper clip to press the reset button for 5 seconds, The light ring turns off and on again. When it turns orange it will enter into setup mode. Connect to wifi in the alexa app. You will then register to your amazon account. Visit www.amazon.com/gp/help/customer/display.html?nodeld=201819000 or amazon.comhelp:setup your echo.

The PC is a bit tricky as you need to set Alexa up into programming mode by pressing and holding the "dot" button ( . ) until the ring turns red. Then Alexa will setup a private wireless AP. You use your laptop to sign into that AP and make changes there. You can get good "blow by blow" instructions from Google.
