Alexa is not an actual person 2.Amazon has a vested interest in making sure Alexa filters certain requests so that the machine learning portion doesn't start spouting off inappropriate things to people 3. The request is new to the system and the machine learning hasn't figured it out yet 4. The request was poorly phrased and/or was unreasonable. "Alexa, I want for you to clean the bathroom" I'm sure there are other reasons I'm not counting on but those round out the obvious ones.

Skills are like apps and help you do more, like play relaxing sounds or test your music knowledge. If you are having difficulty with Alexa understanding a question or "request" you can try a few things: make sure Alexa is in a spot where she can hear you, you can ask her why she did that/responded that way, or you can try rephrasing the question/request to see if she better understands.
