Only if you have a cell phone that can support a "Hot Spot" internet connection to carry with you. Pokémon Go requires data usage. If you're not connected to any data, then no, you cannot play Pokémon Go.

Although I have not installed it, I did see Pokémon in the Amazon Apps store. I also saw instructions online showing how to install it.
