On Xbox One, if playing locally not online multiplayer, you need to go to the main menu of the Xbox. Go to your profile, scroll down and click add guest. This will make a duplicate of your own user profile but does not affect anything, it is local only. Open Wheel, with second controller powered on, click the A button. The second player is now assigned to that controller.

Sorry, there was a problem. Please try again later.You have to make a profile for the other controller. I found it easy to do through the Jeapardy but had to set up a new Microsoft acct for it. Then just add the 2nd controllers profile into the 1st controllers party (done in the home menu) it should work on wheel of fortune after that.
