“Can the suction cup be cleaned? I have receipt paper stuck to mine and it won't come off. Not sure soap will work on such a sticky cup.”

Yes, soap works very well. While the suction cup is covered in soap it will lose its stickiness until it is rinsed clean and allowed to air dry. Then it’ll be like new and ready to mount again.
