Yes, this will work with the Apple Pencil. I have the first generation and it works with it. It says it will not be compatible with the Gen 2 pencil, and I’ve not tested this out yet, but what I can tell you is that the 2nd gen pencil charges by attaching via a magnet to the side of the iPad Air and iPad Pro. As it can’t do that with this model, there wouldn’t be any way to charge the gen 2 pencil from the iPad. A wireless charging pad might work, but I’m not sure on that one. The first gen pencil will work with this model for sure.

Yes. From my reading on this question it supports the first Apple Pencil.

8th gen iPad will work with 1st generation Apple Pencil only.
