This refers to a cellular model that is set up such that the consumer can select carrier post-purchase. Because unlocked devices are paid in full at the time of purchase, a carrier cannot “lock” the iPad into their plan (until paid off) as they often do with installment agreements.

Some unlocked devices only work on GSM networks but this one can connect to CDMA networks too. Basically you are not locked into using any provider's network but instead find the one that works best for your needs.
