• Yes if you buy one with WiFi+cellular this one doesn’t come with cellular just WiFi

• You can get an iPad 10 with cellular but it is more expensive. This one is wi-fi only but there are models (64 gb and 256 gb which are cellular capable but more expensive. If you can make your phone a hotspot and your phone plan has data for hotspot, you can connect the iPad to your phone wirelessly and use the data plan from your phone.
