A:Answer Yes and no. iPad now allows you to use a bluetooth keyboard and mouse, so technically you can use it as a laptop. However, the operating system limits its ability. A lot of the applications you need to use are a mobile version of it/not optimized for the iPad. But it really all depends on what you want to use it for. If it's for web browsing, definitely can use it for that. If you want to do some real video editing, it's not really meant for that at the moment.
