No you can’t use google with WiFi or without cellular, the only google app you could possibly use is google maps if you download an offline map before hand (download a map of New York and you going to visit there and need to get around, but don’t have cellular) WiFi version and Cellular version do the exact same thing it’s just the cellular version you can get internet anywhere. ( you have to pay for through a provider of course) and WiFi you have to a home or connect to local public WiFi in order to have Internet. But I prefer the WiFi model because most people WiFi hotspots include their phones, so you can just use that, I almost never use my iPad when I’m walking around the city, but if I’m on a train or commuting I’d just use my phone’s hotspot
