• Yes it has LTE which is much faster than 3G almost 5 times faster

• Only if you buy the WiFi+Cellular version of this iPad. It then hooks up with your cellphone plan. However, if you don’t want to pay the extra for this (like me) you can always purchase the WiFi only version and then utilize your WiFi hotspot from your phone (only if you have it in your cell plan) and connect your IPad to it and use it anywhere with service. But if you are looking for it to work no matter where you are all the time and not have to use your Wi-Fi hotspot… I would definitely recommend buying the Wi-Fi plus cellular version of this iPad even though it is a little bit more money if that is important to you then I would go with that.
