Yes. You can send and receive text messages/calls if you set up an iCloud account on the iPad. But only to other apple devices. The device must be a cellular iPad and have an active SIM card to send and receive text messages/calls to non apple products.

Yes, IF you have an I-Phone. They would both be under your Apple ID, and it mirrors some of the items on your phone. Other than that, you would need one with cellular service.
