“Unlocked” means the divide can be used with any compatible wireless provider. It’s not restricted to just one carrier like Verizon, AT&T, etc. You’ll need to have your wireless company activate the device under your wireless plan before it can be used on the cellular network.

Locked means that they are tied to a particular network (eg.print, AT&T, etc.) This means that you have to pay the provider to use the product on their network. An unlocked device allows you to switch providers at your whim without having to wait out the time of the contract. Usually it just means changing the sim card.
