A:Answer If I understand your question correctly you will use your cell phone as a hot spot for internet service, if so then any of the iPad Mini’s will work, but if given the choice the latest (5th generation at this time) is your better choice as it will have years of life (updates, etc) available. But as far as memory choices, if you can afford it the more memory the better, as you can have more space for navigation software or offline maps, but if you are only to use it for navigation & ok to use your cell’s internet for the data needed for navigation the lowest memory one should be ok, but to have extra space for future is typically recommended. As far as LTE that is up to your cell phone unless you are looking to get an iPad with cellular but if you will use your cell phone for internet (ie. Hot spot) you don’t need to look at the iPad w/ cellular models as your phone is then the cellular modem. Hope this answers your question.
