• It means that you can use it to get on the Internet via a wireless connection, but that it does NOT have the ability to ever be hooked up with a cellphone account or use cellular data.

• Wi-Fi is sort of the default for these iPads. Apple also makes iPads that have both Wi-Fi and cellular, but they cost more.
