Just means the device can only be connected via wifi. Can't be used with a cellular service like Verizon, AT&T, etc.

"With WiFi" means that you can only get on the Internet or download apps via the App Store when you are at home on your home's Wifi Internet (or another place that has WiFi internet, such as at school, work or a Starbucks). "Wi-Fi + Celluar" iPad, in addition to Wi-Fi, comes with the ability to access the Internet via cellular technology just like your cellphone (e.g., iPhone, Samsung). An iPad "Wi-Fi + Cellular" that has a paid plan from your wireless provider can access the Internet anytime and anywhere, regardless of Wi-Fi availability.
