The cellular is for data (not phone calls). It allows you to use the iPad when there is no wifi but there is phone service. I also use it in situations where I am unsure of the integrity of the wifi itself. It can also be used for messaging. While most people don't get this option, I find it useful. In addition to the upfront cost there will also be a monthly charge for the cellular data service. I use AT&T. If you get it and, at some point don't want to keep it, you can cancel it and the iPad will then operate as a standard wifi only iPad. pay attention to any contract you may be asked to sign. There are several options if you shop around. Finally, you do not need the cellular if you want to Skype.
