• Yes I traded my ipad mini 2 in for a ipad mini 4. I think all of my apps and pictures transferred when I signed back into my icloud account.

• A BestBuy representative would be very happy to assist you in transferring your old iPad data to new one, however, I do not believe there is any trading program for iPads. You can instead try creating a backup using iTunes software on Windows/Mac, factory reset the old iPad min and sell it off on Facebook marketplace or hundreds of other apps which allow you to put a listing for selling your old products.

• I don't know if they will at your store or not, but at mine (in northern VA) they told me they would do it -- for a fee! I passed, of course, and figured it out myself, which wasn't that hard.
