Hi Michael, Based on my own experience you could, because Spectrum Mobile is a mobile virtual network operator (MVNO) that uses Verizon's network. This means that Spectrum Mobile customers can use their phones on the same network as Verizon customers. To use a Verizon iPhone on Spectrum Mobile, you will need to unlock the phone. You can unlock your phone by contacting Verizon and requesting an unlock. There may/will be a fee associated with unlocking your phone. Once your phone is unlocked, you can contact Spectrum Mobile and activate your service. Spectrum Mobile will provide you with a SIM card that you will need to insert into your phone in order to use it. I hope this info helps and you can activate your iPhone!
