yes technically when you buy the new phone they scan it and activate the sim embedded in it from the factory. But you can call customer service and they will reassign you a new sim for the same number that you can get from an att store without even having to open the box. Gift it and the person then just swaps sims and boom done.

Sorry, there was a problem. Please try again later.No, phones MUST be activated in stores if you're upgrading through contracted carriers. You can defer the activations at a later day if the system allows you do. But you can never get it activated in a different city. It doesn't work like that.
