Yes. Technically speaking the iphone se has apple`s newest A13 bionic chip this same chip can be found in the iphone 11 so that right there backs up the fact that this is a bit of an upgrade. As for the iphone 8s, it has a bionic chip of A11 and only 2gb whilst the se has 3gb. Now onto features...the 2020 se overall has a better camera. In the 3 years after the iphone 8 debuted camera technology has advanced so logically it can better handle new photography features.
